PHILADELPHIA (April 10, 2025) — Philadelphia's post-pandemic recovery is at a critical juncture. Center City has recaptured 90% of foot traffic, and a residential population exceeding 2019 levels. But now, that progress is threatened by sweeping and drastic service cuts coupled with significant fare increases to balance SEPTA’s budget in the absence of additional state funding. SEPTA service cuts would eliminate five Regional Rail lines, 50 bus routes, and all metro and regional rail service after 9 p.m.
If Center City is the heart of the region, public transportation is its lifeblood, efficiently moving more than 400,000 people riding its subways, buses, and trains every day. Transit ridership has grown substantially since 2021, with 88 million more rides and subway/trolley ridership up 23% in the last year alone.
Center City generates opportunity for the entire region, with 42% of city jobs concentrated downtown—many accessible without college degrees. For thousands of lower-income Philadelphians, public transit is the only affordable way to access these employment opportunities, making SEPTA a critical lifeline for economic mobility and financial stability.
Additionally, these cuts would devastate Philadelphia's economy by stranding thousands of evening visitors and workers; crippling Center City’s growing nighttime economy; undermining preparations for 2026 global events including the World Cup and MLB All-Star Game; reducing residential property values by $7.7 billion ($10,500 per household); risking $226 million in annual tax revenue losses; and threatening Center City's office market just as lease renewals approach.
With proper Commonwealth funding, we can continue building a more competitive, connected, and inclusive downtown that serves the entire region. The cost of inaction far exceeds the investment needed to maintain this critical infrastructure.
