CPDC Member Spotlight: Jen Waters, Urban Engineers

Since 1956, the Central Philadelphia Development Corporation (CPDC) has focused on planning, advocacy, and civic engagement for projects and initiatives that enhance the competitiveness and attractiveness of Center City. The work done is only possible because of the leadership and support of our members.   

In this new series, we aim to highlight the influential leaders of the CPDC’s member firms and showcase insights from their work. To kick it off, read below for an interview with Jennifer Waters, PE, LEED AP, the Vice President and Philadelphia Regional Leader for Urban Engineers. 

How long have you or your firm been a member of CPDC?  

Urban Engineers, Inc. (Urban) has been a member of CPDC for over 30 years, and I have been a member for over 10 years. 

Why did you become a member?

Urban is a multidisciplinary environmental, planning, engineering and construction support firm with a focus on infrastructure, transit, public space, and community improvements. We joined CPDC because our goals align with CPDC’s mission to enhance the vitality and competitiveness of downtown Philadelphia. We achieve this by developing solutions that improve the built environment, optimize transportation efficiency and enhance travel mobility.  

As a company rooted in Philadelphia since our founding in 1960, Urban takes great pride in contributing to the city's ongoing development. Philly is where many of our employees call home, so we are dedicated to making continuous improvements to our great city. 

What do you appreciate about CPDC membership? 

CPDC offers numerous benefits; but if I had to narrow it down, I find the most value from: 

  • CPDC Initiatives and Projects: CPDC has led many impactful projects and initiatives throughout the city including the creation of Center City District, the revitalization of Society Hill, 10-year tax abatement, various parks like Dilworth Park, The Rail Park and Sister Cities, among many others. These projects and initiatives have transformed Philadelphia, leading to an increase in residents, businesses and visitors.  
  • Local Economic and Development Updates: The economic and development data that CPDC provides at the quarterly meetings and through the annual State of Center City report helps local leaders, businesses and organizations identify opportunities for continued growth downtown. This information helps spur ideas for new development, improved mobility solutions, and enhanced organizational and company policies.     
  • Relationships: Finally, the connections and relationships built through CPDC are invaluable. It is wonderful to reconnect with friends at the quarterly meetings and to forge new relationships. I learn something new about a business or initiative at each meeting, which enriches my knowledge of the city and fosters collaboration. 


How have you seen Center City evolve in your time? 

I moved to Philadelphia in 2001 and have witnessed remarkable changes over the past 23 years. In the early 2000s, I recall wishing for more restaurants with outdoor seating. Today, I'm thrilled to see CPDC's continued efforts to promote outdoor "streeteries" in Philly. These initiatives attract people to our city and enhance its charm. 

The increase in public spaces is another significant evolution in Center City over the past 25 years. From Dilworth Park to Sister Cities Park and The Rail Park, numerous urban oases now offer innovative features like water parks, industrial-size swings, roller skating, ping pong, and more. I love exploring these spaces with my kids—we discover new gems every time we visit a park. 

I also must mention the improved mobility throughout the city, largely due to a focus on Complete Streets, which are roads designed to ensure the safety of all users (bicyclists, pedestrians, transit riders, and motorists). While there are still many improvements to be made, moving throughout the city is much more efficient, safer and more pleasant than it was 20 plus years ago.   

Which development projects do you think have made the most impact in the city? 

The William H. Gray III 30th Street Station Redevelopment project is set to be a game changer for Philadelphia. As the third busiest Amtrak station in the country, 30th Street Station serves as a vital hub with direct connections to SEPTA, NJ Transit, and dozens of local and regional buses, subway, and trolley routes, accommodating tens of thousands of commuters daily. 

Not only will this project improve the experience of Philadelphia residents and visitors and refurbish the iconic historic building, but the project will also provide several community benefits. These include additional public space, retail offerings, amenities for community programs and aesthetic upgrades. In addition, this project is a key part of the Philadelphia 30th Street Station District Plan.  

Few districts around the world offer the characteristics of the 30th Street Station District; it is near premier healthcare and education institutions, close to Center City, adjacent to the Schuylkill River, and provides connectivity to one of the most important intermodal hubs on the Northeast Corridor. The vibrancy within 30th Street Station will extend to the planned surrounding District. Enhancing accessibility, creating a pedestrian-friendly environment, and introducing urban amenities will have a significant positive impact on our city. 

Urban is excited to be part of this transformative project, providing structural and civil engineering services.  

What is your favorite meal in Center City? 

I absolutely love the curry chicken salad sandwich at Parc! This restaurant holds a special place in my heart, as it has stood the test of time and was one of the first to offer outdoor seating along the beautiful Rittenhouse Square. The interior of the historic building is also stunning. 

What is a piece of advice for businesses this year? 

My advice is to keep up to date on artificial intelligence (AI) and innovative trends. AI and innovation influence all businesses, so it is essential to stay informed. Consider forming an internal innovation team or artificial intelligence task force to maintain a continued force on new trends and technologies.  

At Urban, we have a long-standing Innovation Team and established a dedicated AI Task Force a few years ago. These groups are comprised of Urban staff from diverse sectors of our company to ensure we remain knowledgeable about how AI and innovation are impacting our industry.   

What is the most notable trend you are seeing in your industry or the industry you work with the most? 

The need for electrical vehicle charging stations is a part of many of our projects. Several of our clients, ranging from developers to municipalities, are focused on creating comprehensive and equitable plans to implement these stations. There are many challenges that need to be addressed including identifying optimal locations, especially in urban areas; determining the required number of charging stations; selecting the appropriate types of charging stations; ensuring equitable access and affordability; and managing electrical grid capacity. This trend will continue for several years, and it is imperative that organizations look for ways to collaborate on charging station implementation to provide the most efficient, affordable, and convenient options to users.
