Paul R. Levy

President and CEO

Paul is the founding chief executive of the CCD, serving in that capacity since January 1991. The CCD is a $30.5 million downtown management district, which provides security, cleaning, place marketing and planning services, as well as streetscape and park improvements for the central business district of Philadelphia.

Stephen Camp-Landis

Vice President of Research & Policy

Stephen oversees research and policy for CPDC and CCD, including the research functions that relate to trends in employment, housing and the commercial office sector. In addition to overseeing many internal research functions, Steve will have a special focus that relates to the tax and fiscal policies of the City of Philadelphia.

Prema Katari Gupta

Executive Director of Central Philadelphia Development Corporation and Vice President for Parks and Public Realm

Prema directs and supervises all operations of the four parks currently owned by or leased to CCD – Dilworth Park, Sister Cities Park, Cret Park and John F. Collins Park – as well as CCD’s extensive streetscape improvements, which include lighting, planters, trees and signage.

Rob Nicol

Vice President of Business Services

Rob oversees the revenue-generating partnerships for CCD, including licensing activities, venue rentals, corporate sponsorship of events, streetscape banner and transit shelter advertising. His team seeks new business opportunities to support CCD programs and activities from non-assessment revenue sources.

Anthony E. Pipitone

Vice President of Finance & Administration

Tony is responsible for the management of a $23-million-plus operating budget and day-to- day operations for the CCD and affiliated organizations. He oversees financial reporting, human resources, insurance and legal issues, and is heavily involved in programming and long-term strategic planning for the organization.

Michelle Shannon

Vice President of Marketing & Communications

Michelle oversees CCD’s marketing and communication programs, including print, television and radio promotions, website content and design, media communications, events, retail attraction and other marketing and promotional activities in support of the CCD’s mission.

Emrah Ulcay

Vice President of On-Street Operations

Emrah oversees the day-to-day internal coordination, management and quality control for the Center City District’s (CCD) highly visible, signature, uniformed on-street, cleaning and safety programs that have transformed the pedestrian experience in Center City Philadelphia.

A 22-member board of directors governs CCD, representing Center City's major property owners and a wide cross section of downtown businesses, labor unions, neighborhood, civic and health-care organizations.
