About Our Community Service Representative (CSR) Program
The Center City District's CSRs are a welcoming presence in downtown Philadelphia. They patrol Center City on foot seven days a week, wearing distinctive teal uniforms and equipped with two-way radios, first-aid gear, maps and more. They interact with the public to provide information or directions and are equally prepared to administer first aid, request police services or provide outreach to unsheltered individuals.
Meet CSR Matthew Russell
What is your favorite thing about working at CCD?
My favorite part about working at CCD is expanding my knowledge of Philadelphia's historic locations and sharing that information with friends and family.
What is your fondest memory from work?
My best memory was working last April during WrestleMania. The city was filled with WWE advertisements, and throughout that week, I saw many people wearing wrestling gear, including championship belts. There were even a few wrestlers at local bars for fan events—it was truly amazing.
If you were planning a day out in Center City, what would be on the agenda?
It would have to be in November or December, when the city is beautifully dressed up in Christmas decor. I love the holidays, and I believe the city looks best in the winter, particularly between November and January. Picture-perfect moments are everywhere—from the Christmas tree at City Hall to the Christmas Village and the ice skating rink at Dilworth Park. You really can't go wrong by staying near City Hall and Dilworth; it’s simply stunning.
Have you had any celebrity sightings? OR who is the most memorable person you’ve met?
Yes—Kevin Bacon in Rittenhouse Square Park. I had to double-take and ask, “Are you Kevin Bacon?” His wife was not happy with me for that, though.
What is the most commonly asked question that you get?
“Are you PPA?” is funny, but probably the most common thing I hear—followed closely by “Is there a public restroom nearby?”
What is something interesting about you outside of your CCD work that you would like to share about yourself?
I have a deep love for tech. Most people who know me recognize that I’m the “tech guy,” and—just a humble brag—I graduated as valedictorian with my bachelor’s degree in information technology.
