Complete Streets Center City: Improved Streetscape

In October of 2011, the Mayor’s Office of Transportation & Utilities (MOTU) and the Center City District (CCD) tested a concept for some possible changes to JFK Boulevard and Market Street.

The test project removed the left-most lane of travel on these two roads, reducing the four-lane road to three lanes between 15th and 20th streets for two weeks. During the trial period, Streets Department traffic engineers and CCD personnel observed the capacity and overall environment of the streets to ensure that traffic functionality was maintained.

The proposed streetscape enhancement project for JFK Boulevard and Market Street from 15th to 20th Streets would transform these two corridors into an attractive space for pedestrians, improve accessibility for bicyclists and maintain traffic flow and loading.

Ultimately, the improvements could result in a separated cycle track, the retention of three 10-foot-wide travel lanes, new landscaping, and parking and loading on both sides of the streets.

The Mayor’s Office of Transportation and Utilities would like to hear from the public about their experiences with the trial and their ideas for making JFK Boulevard and Market Street work better for all travelers. Comments can be sent to marketjfkcomments@phila.gov.
